Dutch marine‑survey specialist Fugro has signed a multi‑year framework agreement with Germany’s Federal Maritime and Hydrographic Agency (BSH) to deliver geotechnical site investigations across the German North Sea. The contract underpins the data collection required for upcoming offshore wind developments, offering developers critical insight into seabed conditions before project tenders are issued.
Framework overview
The agreement, effective from the award date, grants BSH the flexibility to call off services as needed. While the financial value and total volume of work remain undisclosed, the framework is set to launch its offshore survey programme in mid‑March 2027.
Scope of work
- Geotechnical data acquisition using Fugro’s dedicated offshore drilling vessels.
- Seabed cone penetration testing (CPT) conducted by specialist CPT vessels.
- Laboratory analysis of samples at Fugro facilities in Germany, Belgium, and the United Kingdom.
- Coordination of marine operations from Fugro bases in Germany and the Netherlands.
Strategic importance for offshore wind
Germany’s centralized pre‑auction site‑investigation system enables BSH to compile and publish technical information on designated zones before they are offered to developers. The data generated under this framework will detail foundation conditions, geological hazards, and construction requirements, thereby reducing project risk and supporting more accurate cost assessments.
Erik Vogt, project director at Fugro Germany, highlighted the company’s capability to deploy both drilling and CPT assets as a decisive factor in winning the contract. “Our specialised fleet allows us to deliver high‑resolution geotechnical datasets on schedule, which is essential for the rapid development of offshore wind infrastructure,” he said.
Building on an existing partnership
Fugro is not new to BSH collaborations. The firm previously secured a multi‑year geotechnical investigation contract with the agency in 2021, establishing a proven track record of delivering reliable seabed data for the German market.
With the German offshore wind sector targeting a capacity of over 30 GW by 2030, the demand for high‑quality geotechnical intelligence is set to rise. Fugro’s new framework positions the company as a key data‑provider, supporting developers in meeting ambitious renewable energy goals while ensuring safe and cost‑effective foundation design.
Looking ahead
As the survey programme commences, Fugro’s coordinated marine operations will focus on delivering timely, accurate datasets to BSH and, ultimately, to wind‑project developers. The partnership exemplifies how specialised marine survey services are becoming integral to the broader energy transition in Europe.
